
SENATE RESOLUTION NO. 12
(By Senators Tomblin, Mr. President, Jackson, Plymale, Redd,
Bowman, Chafin, Prezioso, McCabe, Unger, Bailey, Snyder, Wooton,
Anderson, Craigo, Helmick, Fanning, Edgell, Kessler, Minard,
Sharpe, Ross, Mitchell, Love, Hunter, Rowe, Caldwell, Oliverio,
McKenzie, Facemyer, Burnette, Boley, Deem, Minear and Sprouse)
Recognizing accomplishments of the West Virginia Family, Career and
Community Leaders of America (FCCLA).

Whereas, On March 26, 1999, the West Virginia Association of
Future Homemakers of America/Home Economics Related Occupations
(FHA/HERO) voted to change its name to West Virginia Family, Career
and Community Leaders of America (FCCLA), a name they believe will
resonate with today's and tomorrow's teens; and

Whereas, This organization has been a major part of the
educational system in West Virginia and the United States for over
fifty years. Driven by the changing reality of male and female
roles in society, FCCLA's programs now focus on such areas as
school violence, family relations, career preparation, leadership
development and community service; and

Whereas, FCCLA has a national membership of nearly 222,000
young men and women and has involved more than nine million youth
since its founding in 1945; and

Whereas, FCCLA is unique among youth organizations as the only
national in-school organization with the family as its central
focus and its programs planned and run by its members; and

Whereas, Violence in our nation's schools has become a top
concern of parents, students, faculty and the American public at
large since the tragic events in several schools across the
country. In response to these events, FCCLA, in conjunction with
the United States Department of Justice, launched its nationwide
campaign "STOP the Violence"; and

Whereas, "STOP" (Students Taking on Prevention) teaches
students to recognize the warning signs of violence and what to do
in a variety of situations by developing a peer-to-peer training
program that provides students with the necessary skills to set up
a peer intervention or mediation program tailored to their
individual school's needs; and

Whereas, FCCLA is dedicated to the principle that, with the
right attitudes, skills and resources, students can make their
schools and neighborhoods safer; and

Whereas, FCCLA is committed to implementing the "STOP the
Violence" program throughout West Virginia schools so that all
students can be part of a movement to build student "ownership" of
their schools and create an atmosphere of zero tolerance for violence and unlimited potential for learning and belonging;
therefore, be it

Resolved by the Senate:

That the Senate hereby recognizes the accomplishments of the
West Virginia Association of Family, Career and Community Leaders
of America and its effect on the youth of West Virginia; and, be it

Further Resolved, That the Senate hereby commends FCCLA for
its assistance to our youth and, in particular, its implementation
of the "STOP the Violence" program; and, be it

Further Resolved, That the Clerk is hereby directed to forward
a copy of this resolution to the officers of the executive council
of the West Virginia Association of Family, Career and Community
Leaders of America.
